Taiwan’s online visa applications scheduled for year-end: official
Taiwan’s Government is planning an online visa processing system to provide greater convenience for foreigners applying for visas, a senior official said Thursday.

Chen Ching-chuan, director of the Bureau of Consular Affairs under the Ministry of Foreign Affairs told CNA that the system, scheduled for completion by the end of the year, will benefit applicants from countries that have not been granted visa-free privileges for visiting Taiwan.
Currently, Taiwan allows citizens from 41 countries, plus those from other countries who already have U.S. visas, to enter the country visa-free.
The proposed online service will not be offered to countries that still have poor Internet technology, Chen said.
The plan has yet to receive approval from the Executive Yuan, although a budget has been earmarked for setting up the system, according to Chen.
In a related development, the Shanghai City government has delegated the power of approving group tours to Taiwan to the police authorities in the city’s regional offices rather then the city’s exit and entry bureau.
Travel agents said the move, which makes it easier for Shanghai people to travel to Taiwan, could be a sign that the Chinese authorities will soon allow independent travelers to visit Taiwan.
At present, Chinese tourists must be part of a tour group if they want to visit Taiwan, but the governments on both sides of the Taiwan Strait have agreed to relax the policy by allowing Chinese individuals to travel to the island independently.

AIT to resume visa services on Monday
The American Institute in Taiwan (AIT) will resume its visa services on Monday. AIT is the de facto US embassy in Taiwan in the absence of formal diplomatic ties.

AIT temporarily suspended its visa services on Friday so that AIT staff could help with the evacuation of US citizens from Japan. It said only those Taiwanese that originally had visa interviews on that Friday would have to reschedule their appointments. AIT also said they would have extra staff on hand to handle all the appointments.
The organization expressed its gratitude to everyone for their patience.

Taiwanese to get visa-free privileges from Malaysia
Malaysia will grant visa-free privileges to Taiwanese passport holders by the end of the month at the earliest, Chinese-language newspapers in Malaysia quoted Malaysian Tourism Minister Ng Yen Yen as saying Tuesday.

According the reports, Malaysia’s Foreign Ministry has informed Taiwan’s authorities of the decision.
Ng said, however, that the visa-free measures will only be implemented by the end of the month because there are still technical details that need to be discussed.
Malaysia stopped issuing landing visas across the board Aug. 15 last year in a bid to prevent foreign migrant workers from abusing the program, noting that 75,462 people who entered the country on landing visas overstayed between 1996 and 2009.
Prior to the ban, Malaysia had offered landing visa privileges to Taiwanese citizens since 2009.
The Southeast Asian country’s decision to stop issuing landing visas was part of its efforts to grapple with the increasingly serious problem of overstaying visitors from China, India and Bangladesh, who abused the system by entering visa-free and then working illegally.
The Taiwanese authorities had asked Malaysia not to include Taiwan on the list of countries that have abused the program, as the vast majority of Taiwanese visitors to the country are relatively wealthy and very far from being “migrant workers.”
Taiwanese citizens make more than 200,000 visits to Malaysia annually, according to statistics.

Taiwanese can now travel visa-free to 99 nations
Two more countries agreed to grant travel facilitation measures for Taiwanese, bringing the number of countries where holders of a Republic of China (ROC) passport can enjoy visa-free travel or visa on arrival privileges to 99, (馬英九) announced yesterday.
Holders of ROC passports will soon be allowed to enter Australia with electronic visas and to Montenegro without a visa, Ma said at the opening ceremony of an exhibition of ROC diplomatic archives held to celebrate the 150 anniversary of the establishment of the Ministry of Foreign Affairs.
“Although the implementation has yet to be decided, related negotiations have been completed. The goal for Taiwan to be included in 100 countries and areas granting us visa-free privileges in this year will soon be achieved,” Ma said.
The ministry dates back to the Zongli Geguo Shiwu Yamen, literally meaning Office in Charge of Affairs of All Nations, which was the name of the government office of imperial China during the Qing Dynasty.
In his speech, Ma recognized the ministry’s efforts to resolve the diplomatic dispute with the Philippines over its deportation of 14 Taiwanese fraud suspects to China on Feb. 2.
“The two sides have reached an agreement. We received a -formal letter from the Philippines saying it would take punitive actions against officials involved in wrongdoing. They demonstrated concrete actions and we received their sincere apology,” Ma sad.
Ma said the relationships between Taiwan and the Philippines was not damaged because of the deportation case, but was mended and even enhanced because the two sides have agreed to negotiate a deal on mutual judicial assistance and explore the feasibility of an economic cooperation agreement.
The way the government handled the case showcased the possibility that the country can enhance its international space under the principle of “flexible diplomacy,” Ma said.

Australia, Malaysia to grant Taiwan visa privileges soon
Taiwan passport holders are expected to face simpler procedures to travel to Australia and Malaysia by the end of the first half of this year, the Ministry of Foreign Affairs (MOFA) said Tuesday.
Malaysia is likely to grant Taiwanese travelers visa-free treatment by the end of March, and Australia is likely to offer electronic travel authority (ETA) services online by the end of June, said Matthew Lee, director-general of the MOFA’s Department of East Asian & Pacific Affairs.

In the case of Australia, Taiwanese passport holders are currently eligible to apply for an ETA, which is the equivalent of a visa and issued electronically by Australia’s Department of Immigration and Citizenship (DIAC).
But they must do so manually rather than online, and in the future, Australia is expected to provide the more convenient online service to Taiwan passport holders with registered permanent residence, Lee said at a press briefing.
It will hold off, however, on discussing granting the privilege to the group that gives it the most concern — passport holders who do not have registered permanent residence — Lee added.
The Malaysian Cabinet has reached a consensus to grant Taiwanese visitors visa-free treatment, and an official announcement could be made in the first quarter, according to Lee.
Malaysia canceled visas on arrival for all countries on Aug. 15 last year, claiming that many visitors had abused the privilege and overstayed the visas they received. Taiwan has allowed Malaysians to visit Taiwan without a visa since 2002.
