A total number of 865 Visa-on-Arrival (VoAs) were issued out of which 206 tourists from Philippines and 177 from Japan availed the facility in May, according to Tourism Ministry data.

Tourists from Singapore (149), Indonesia (122), New Zealand (121), Finland (57), Cambodia (18) and Vietnam (6) also availed the VoA facility.

As a facilitative measure to attract more foreign tourists to India, Government had launched the Visa on Arrival scheme from January 2010 for citizens of five countries – Finland, Japan, Luxembourg, New Zealand and Singapore, visiting India for tourism purposes.

The scheme was extended for the citizens of six more countries – Cambodia, Indonesia, Vietnam, Philippines, Laos and Myanmar from January 2011.

The number of VoAs issued in April 2011 were 1,234. During the period January-May 2011, a total number of 5,004 VoAs were issued.

During January-May 2011, the maximum number of VoAs were issued at Delhi airport (2766), followed by Mumbai (1166), Chennai (825) and Kolkata (247).

They resulted in a massive migration flow that the leading European countries have responded to. If I understand correctly, this hasn’t shaken their policy at the core. And despite the introduction of separate restrictive measures, countries aren’t planning to turf the Schengen agreement,” – Medvedev said at Wednesday’s press conference.

Medvedev says that Russia has other goals. “If we actively work with our European partners, if we in essence have a single economic space with them, it would be quite logical for us to head into a visa-free space too. I will push for this because I think that it is the cornerstone of the successful development of economic ties with the EU and other countries of Europe,” – he said.

US Bureau of Consular Affairs assistant secretary Janice Jacobs has referenced a 20 year plan to improve the US visa system on a recent trip to Australia, addressing concerns that an “inefficient” visa process was limiting tourism to America.

Speaking on the need to improve US Visa services for international visitors to America, Ms Jacobs said “We are trying to be as efficient as we can be.”

She continued “We know that in China, India and Brazil, we are going to need more people and more focus.”

Ms Jacobs also noted that the realisation that tourism to the USA accounts for millions of jobs and billions of dollars of revenue was helping people begin to understand the need to boost the number of tourists to the United States.

However, given the strictness of the new laws introduced after 9/11 to govern entry to the US, Ms Jacobs acknowledged that to “get back some of the discretion I had before that time, I would need to change those laws”.

Ms Jacobs’ comments follow similar remarks made by Amy Klobuchar, Democratic Senator of Minnesota and Chairwoman of the Senate Commerce Subcommittee on Competitiveness, Innovation, and Export Promotion.

Senator Klobuchar spoke out on the need to not take foreign visitors for granted, saying “It doesn’t do much good to promote the U.S. to foreign travellers when those foreign travellers can’t get a visa for months to visit the United States of America.”

Unfortunately for many international travellers, while the ESTA (Electronic System for Travel Authorization) makes the process of applying for entry to the United States relatively quick and easy for citizens of Visa Waiver Program countries, other foreign visitors do not face quite such a simple process.

Thailand Prime Minister Abhisit Vejjajiva today said India should grant visa on arrival to Thai tourists to boost two-way travel. “We hope that we will be able to get visa on arrival which is something that will boost the number of visitors here,” Vejjajiva told PTI after his meeting with industry leaders. He said that though his country went through a difficult period last year because of political unrest, Thailand received a record number of 16 million foreign visitors, including eight lakh Indians. “It seems that tourism is fully recovered, it is actually continuing to grow at a very healthy pace. What we actually need now is to do further facilitation,” he said.

Vejjajiva said that he had raised the issue of seeking visa on arrival for Thais with India’s Foreign Minister S M Krishna and would also take up the same with Prime Minister Manmohan Singh. Last year, about 50,000 Thai citizens came to India mainly to visit Budhists sites. In his meeting with members of leading business chambers – Ficci, Assocham and CII – it was emphasised that there should be direct flights between popular destinations of the two countries. Inviting investments from Indian companies, the Thai Prime Minister said that his country has shortage of skilled manpower and would seek cooperation in this area with India. “India is a workplace to some of those skills – language skills, IT skills that will help us to fill that gap…,” he said.

Asked what holds the two countries to sign the comprehensive free trade agreement, expanding from the limited pact, Vijajjiva said that he expects the FTA to be inked some time later this year. With Thailand due for elections in the next few months, its Parliament will be able to give its approval to the FTA only in the second half of this year. Thailand has witnessed anti-government violent protest in the recent past. However, the situation has improved and its economy is growing by a healthy 8 per cent. Meanwhile, Commerce and Industry Minister Anand Sharma said that India is committed to concluding negotiations with Thailand for a free trade pact by this year-end, a step which will help in doubling bilateral trade of USD 6 billion by 2014.

Home Minister Datuk Seri Hishammuddin Tun Hussein said this was based on proactive measures taken by Kuala Lumpur during the past year on the visa issue as well as strong Malaysian engagement with Britain.

Speaking at a joint press conference with Britain’s Minister of State at the Foreign and Commonwealth Office Jeremy Browne after the signing of a bilateral memorandum of understanding (MoU) on cooperation on immigration, Hishammuddin said the MoU would further strengthen trust between the two countries on this matter.

“One area we can confirm is the visa issue…as you all know there’s no requirement for Malaysians to have the visa, which was an issue before. I think that’s based on a very strong engagement and building of processes between (the two) countries and agencies concerned. And the signing of the MoU will strengthen that arrangement even further.

“So, issues such as withdrawal of visa for Malaysian nationals with children in the United Kingdom and all that will not crop up, I hope, in the future, provided that Malaysians who do go to the UK behave themselves,” he said.

Malaysia was represented at the signing by Deputy Home Minister Datuk Wira Abu Seman Yusop and Britain by Browne.

Last year, there were reports that Britain may revisit its proposal to impose visa requirements on Malaysians if the issue of overstaying was not handled properly.

As of January last year, reports indicated that there were about 20,000 Malaysian overstayers in Britain.

“There were worries that the visa-free travel to Britain for Malaysians may be withdrawn but it’s clear that our engagement (with Britain) over the past year has inspired confidence in the UK government that Malaysians are still (qualified to enjoy) visa-free travel to the UK.

“This should give a lot of comfort to Malaysian parents who’re very concerned in the beginning (that) there’s going to be a new policy (on the imposition of visa requirements on Malaysians).

“But clearly by engaging and having understanding such as this (MoU), it’ll allay fears that many Malaysian parents have,” he said.

Hishammuddin said Kuala Lumpur hoped to sign a security agreement with London during Prime Minister Datuk Seri Najib Tun Razak’s official visit to Britain scheduled for July, that may help resolve some of the issues involving Malaysians who were staying illegally there.

Since April 16, 2010, US Embassy Hanoi and US Consulate General Ho Chi Minh City will require all nonimmigrant visa applicants to complete the web-based DS-160 Nonimmigrant Visa Electronic Application in order to apply for a visa.

These changes are part of our continued effort to provide excellent customer service and streamline the visa process. The DS-160 application will replace the DS-156 application and the supplementary DS-157 and DS-158 application forms that are required of certain visa applicants. More than 70 US Embassies and Consulates worldwide have already successfully switched to the DS-160 form. As of April 16, the old DS-156 will no longer be available for use online. Any DS-156 forms created prior to that date will still be accepted after April 16.

The US Government remains committed to facilitating legitimate travel to the US. Applicants will continue to complete visa application forms online, as they did previously with the Electronic Visa Application Form. With the new form, the applicant will be required to upload a visa photograph, and submit the form via the Internet.The electronic form also transforms the visa process into a “green” and environmentally friendly operation by eliminating entirely the need for paper application forms. The applicant will print just one confirmation page upon completion of the DS-160.

The new DS-160 form assists us in collecting required information accurately the first time. And, because the form is web-based, it can be revised and improved as necessary. Visitors On Visa Waiver Not As Welcome In San Diego, USA

If you come to the United States with a passport from a European country or Japan, you can stay here for 90 days, and can commonly overstay without a problem.

But not in San Diego anymore. In the last year, a growing number of visitors on what’s known as a Visa Waiver here have been asked to leave after 90 days by local immigration authorities.

Lawyer Jacob Sapochnick observes that San Diego seems to be taking this initiative on its own, despite federal directives.

“Maybe they’re tired of all the people overstaying, and people illegally coming to the U.S.,” said Sapochnick, trying to find a reason for the shift in practices. “Maybe they have decided to take the only initiative, and using that discretion that they have, and deny those cases.”

About 150,000 visitors from 34 countries use the Visa Waiver each year. The U.S. Citizenship and Immigration Services (USCIS) did not respond to an interview request.

“The problem with a Visa Waiver is that when the visitors come to the U.S., in a way, they don’t have a visa, they have the privilege to come,” said Sapochnick. “So they sign off on any rights to appear before a judge.”

Taiwan’s online visa applications scheduled for year-end: official

Taiwan’s Government is planning an online visa processing system to provide greater convenience for foreigners applying for visas, a senior official said Thursday.

Chen Ching-chuan, director of the Bureau of Consular Affairs under the Ministry of Foreign Affairs told CNA that the system, scheduled for completion by the end of the year, will benefit applicants from countries that have not been granted visa-free privileges for visiting Taiwan.

Currently, Taiwan allows citizens from 41 countries, plus those from other countries who already have U.S. visas, to enter the country visa-free.

The proposed online service will not be offered to countries that still have poor Internet technology, Chen said.

The plan has yet to receive approval from the Executive Yuan, although a budget has been earmarked for setting up the system, according to Chen.

In a related development, the Shanghai City government has delegated the power of approving group tours to Taiwan to the police authorities in the city’s regional offices rather then the city’s exit and entry bureau.

Travel agents said the move, which makes it easier for Shanghai people to travel to Taiwan, could be a sign that the Chinese authorities will soon allow independent travelers to visit Taiwan.

At present, Chinese tourists must be part of a tour group if they want to visit Taiwan, but the governments on both sides of the Taiwan Strait have agreed to relax the policy by allowing Chinese individuals to travel to the island independently.
